The Australian skipper has claimed 309 wickets in 71 five-day games with an average of 22.10.
Australia's chief selector the selector has confirmed that pace spearhead Cummins will be a central figure in this winter's Ashes series.
There were concerns that the veteran bowler might sit out due to a persistent back stress problem that had not yet healed.
Earlier indications from the Australian camp suggested no definitive call had been made regarding Cummins' participation, with the five-Test series scheduled to begin on the 21st of November in Perth.
The selector shared that his recovery is on track and was "optimistic" about his chances of participating.
"It's clear that the window is narrowing and multiple considerations around that, not just the back issue, but further aspects," Bailey remarked.
"It's positive. We firmly believe that he's going to play a key capacity. Ideally from the opening match. Should that not happen, we'll reassess."
Previous Setbacks
Cummins was ruled out the ODI and T20 games against India and New Zealand in the previous weeks after medical tests showed a lumbar bone stress.
He has a history of recurring issues, with recurrences in several earlier campaigns forcing him out of multiple domestic campaigns in a limited period.
The bowler mentioned he would be proactive in his approach in his recovery plan to ensure his availability for the Ashes.
The selector indicated that there was no confirmation if Cummins had begun bowling as part of his recovery but acknowledged it was "pressing" for him to be fit for the initial match.
Backup Options
Should Cummins not be fit, veteran batsman Smith will assume leadership.
All-rounder Cameron Green was recently pulled out from the ODI lineup for their one-day international series against the Asian giants as a precautionary measure because of discomfort in his torso.
The selector characterized it as a "small issue and confirmed that he'll feature in the state-level matches, so will be "ideally positioned to deliver overs."
"Considerable effort has gone into developing the strategy for him to participate for the first Test as an batting and bowling option," he elaborated.
"He was only going to play the first two ODIs in any case. His aggressive style the bat in limited-overs, should it hinder progress for a short period, the choice was made to take a cautious route."
